PEC Consultant – Education PPP Analysis & Comparison

About the role

The Inter-American Development Bank (IDB) seeks a detail‑oriented consultant to lead the analysis and comparison of public‑private partnership (PPP) models in education across Latin America and the Caribbean. The role involves building a comprehensive database, designing a methodological framework, and delivering actionable insights for policy makers.

Key responsibilities

• Develop a database of education PPP projects and traditional public procurement cases for benchmarking.
• Review and synthesize literature, evaluations, and evidence on education PPPs.
• Define and validate variables and indicators to assess PPP effectiveness (cost, time, administrative and pedagogical outcomes).
• Design a Value‑for‑Money (VfM) methodology comparing PPP and traditional procurement scenarios.
• Create a practical evaluation tool and user guide.
• Conduct a diagnostic case study in a selected country, applying the methodology to real data.
• Prepare, validate, and support the publication of findings, including layout and stakeholder review.

Required profile

• Master’s degree in Economics, Engineering, Business Administration, Public Policy or a related field; doctorate or postgraduate studies are a plus.
• At least 5 years of professional experience designing, monitoring, and evaluating public policies.
• Proven experience with PPP projects in the public sector, preferably in education.
• Strong analytical mindset with ability to structure complex data and methodologies.
