Technical Office Manager

About the role

The company is a well‑known player in the construction sector, focusing on road and civil works. It seeks a Technical Office Manager to lead a growing team of about 12 technical professionals within a department of roughly 35 people. Reporting to the Technical Services Manager, the role combines technical expertise with commercial orientation to drive competitive, efficient, and profitable project delivery.

Key responsibilities

• Define the strategic vision and policies of the Technical Office, ensuring competitiveness, efficiency and profitability.
• Evaluate tender opportunities together with Technical Services and Commercial Management, analysing specifications, risks and technical‑economic feasibility.
• Oversee the full preparation of proposals, guaranteeing technical robustness, accurate cost estimates and risk mitigation.
• Plan, allocate and supervise the work of a 12‑person technical team, meeting quality, timeline and budget targets.
• Negotiate prices, terms and schedules with suppliers, subcontractors and potential strategic partners.
• Manage relationships with clients, public agencies, ministries and other key stakeholders through meetings, presentations and negotiations.
• Coordinate with Operations, Finance, Commercial, Purchasing and Technical Services to align priorities and ensure operational continuity.
• Develop and improve policies, procedures and standards to position the Technical Office as a centre of excellence.
• Design career development plans, performance evaluations and training opportunities for the team.

Required profile

• University degree in Engineering or Architecture (mandatory); Civil Engineering is highly valued.
• Minimum 5 years of experience in the construction industry, preferably in road or civil works.
• Proven leadership experience managing technical teams.
• Strong commercial sense and ability to drive profitable outcomes.
