Skills and Lifelong Learning Specialist

About the role

The International Labour Organization is seeking a Skills and Lifelong Learning Specialist to join the Inter‑American Centre for Knowledge in Vocational Training (ILO/CINTERFOR) in Montevideo. The post supports the ILO’s mission to build a continuous learning community and promote horizontal cooperation among national vocational training organisations across the Americas.

Key responsibilities

• Develop and implement policies, programmes and tools that enhance lifelong learning and skills development for workers and employers.
• Coordinate a network of education and vocational training institutions, facilitating knowledge exchange and best‑practice sharing.
• Provide technical assistance to Member States and ILO constituents on vocational training strategies, curricula design and assessment methods.
• Produce research reports, guidelines and training materials aligned with the ILO Centenary Declaration for the Future of Work.
• Manage the ILO Assessment Centre process for external candidates and support internal mobility.

Required profile

• Advanced university degree in education, training, social sciences or a related field.
• Several years of professional experience in vocational training, adult education or lifelong‑learning policy development.
• Demonstrated experience working with ILO constituents (governments, employers’ organisations, workers’ organisations).
• Fluency in English and a working knowledge of at least one other ILO language (French or Spanish).
• Ability to work in a multicultural, multilingual environment and to travel within the region as required.
